Part of the Republic of Srpska, ie Bosnia and Herzegovina, where the Laktaši municipality is located, occupies the northwest part of our republic or more precisely, the area between the city of Banja Luka and the municipalities of Gradiška, Srbac, Prnjavor and Čelinac.

In the middle of its territory flows the river Vrbas and divides it into the Župa part (right bank of the Vrbas) and Lijevče-Potkozarje part (the left bank of the Vrbas).

It is administratively divided into 11 local communities with 37 settlements, on total area of 38,838 hectares.

Being located on the very important roads since the year dot, the Laktaši municipality is very attractive with its traffic infrastructure, which has had an important impact on its development and the mentality of its inhabitants who began to change and leave traditional forms of life and culture before the population of surrounding mountain ranges, quickly adopting all new changes.

Linked to the Lijevče field with a large area of ​​fertile Panonnian lowland, the Laktaši municipality has always been a place where the rich Balkan diversity and the East and West can be felt at the same time. This area intercepts important roads: Banja Luka-Gradiška-Okučani highway (highway Belgrade-Zagreb), Banja Luka-Doboj highway, and roads: Klašnice-Prnjavor and Laktaši-Srbac, while the international airport of Banja Luka is only three kilometers away from the municipal centre, making this area close to European and world metropolises.



The history-geographic position of the municipality indicates to the population of this area even in the older stone age, which is evidenced by archaeological finds at the foot of the hills, beside rivers. The Romans ruled these parts from the 9th year of our era, when many military camps and facilities of economic interest were built. At the beginning of the XII century, this area became part of the kingdom of Hungary, and then the Turks ruled it for 350 years, since the beginning of the 16th century. During this period mass migration of the population occurred. From the hilly areas of east Herzegovina, Montenegro and Lika the Serb population in Lijevce polje and Potkozarje was violently repopulated. The character of the Austro-Hungarian reign that followed was the settling of the area with the Italians, Germans, the Ukrainians and the Poles.

Then this area became the most developed part of Bosnia and Herzegovina because of the use of modern agrotechnical measures. One of today’s strongest trade and craft centers was current Aleksandrovac, who got Post office in 1889, and there was also a production facility for the famous cheese from the Trapist Monastery. With the collapse of the Austro-Hungarian monarchy in 1918 and the entry into the Kingdom of Serbs, Croats and Slovenes or later the Kingdom of Yugoslavia, during and after the Second World War, the Laktaši municipality was in a very difficult position. The second half of the eighties of the last century is the beginning of the so-called ˝Laktaši Economic Wonders˝. This municipality is turning its attention to a large investments, thus opening the door to private entrepreneurship. This trend has been retained to date. The natural-geographic position of the municipality can be characterized as very favorable because it is located in the area of ​​the typical flat field Lijevče polje. In the central part, the Vrbas river divides Laktaši into the Župa part (right bank) and the Potkozarje- Lijevče part(the left bank of the Vrbas) as a natural border. Due to the favorable geostrategic position and the developed traffic infrastructure network, the Laktaši municipality is well connected with the neighboring municipalities as well as the wider environment. Through the municipality goes Banja Luka-Gradiška motorway and has exit to highway Belgrade-Zagreb.



With its quantitative and qualitative characteristics the population influences the exploitation of all natural and other resources of one area and is a key factor in the development of any socio- economic entity.

The estimation of Statistical Bureau of Republic of Srpska based on the final results of the 2013 Census, says that Laktaši municipality, in 11 local communities, has 36,848 inhabitants, while 5,879 inhabitants live in the municipal center.

The largest increase in the number of inhabitants came under the influence of war events, so in 2006 the municipality had 40,743 inhabitants. The Laktaši municipality belongs to the Banja Luka region, which is the largest region in the Republic of Srpska. According to the 2000 Census, Laktaši are on the fifth place in the region, according to the number of inhabitants, and 11th in Republika Srpska. The population density of the area of ​​the municipality is above the average of B & H and the Republic of Srpska, which is largely the result of increased migratory movements conditioned by war.

On the average, the population of Župa part has a smaller population density than the settlements of the Lijevče part of the municipality, and particularly the slightly populated border areas of the municipality.

In Župa part of the municipality, which occupies almost 2/3 of the municipality’s population lives less than 1/3 of the total population.

Most inhabited places in Župa part of the municipality of 2013 recorded a smaller number of inhabitants compared to 1991. The exceptions are: Slatina, Aleksići, Veliko Blaško, Dovići, Malo Blaško and Čardačani.

In Lijevče part of the municipality the decrease in the number of inhabitants in 2013 compared to 1991 was recorded by: Bakinci, Kosjerovo and Krnete. The settlements that developed strongly demographic were: Laktaši, Trn, Aleksandrovac, Jablan, Veliko Blaško, Jakupovci, Glamočani and Slatina.

Structure of the population
The age structure of the population is a significant indicator of the total potentials, especially in the planning of the resources of the working active population, on the one hand and the structure of the consumer aggregate, on the other. According to the data available to us, Laktaši is currently the most populated with inhabitants of 35-39 years old, and the female pole is in mild advantage over men.

According to the official Census of 2013 the largest percentage of the population are Serbs in Laktaši municipality, followed by a smaller number of Croats, Muslims and the rest of the population.



A favorable business environment that stimulated the development of private entrepreneurship was created in the second half of the eighties of the last century. Since then to date, there has been an ever-growing number of companies and businesses, number of employees, total income and profits. Having a huge appreciation of business activities, the Laktaši municipality continues to establish the organization of industrial and business zones. There is an area for the metal processing industry very close to Laktaši, a warehouse-trading business zone in Trn and an industrial zone along the main road Klašnice-Prnjavor, while the industrial zones Aleksandrovac and Krnete are being filled, and the industrial zone along the Laktaši-Doboj highway near the river Vrbas.

The Laktaši municipality is developed business center with a large number of business companies in various business areas, some of which are market leaders.

The core of the economic development of the municipality are activities of a large number of small and medium-sized companies, in all economic areas, agricultural production and services in spa tourism. Private sector, with smaller flexible capacities in all economic areas, with a variety of production programmes, represents the foundation of overall economic development. The largest number of companies operate in the field of trade, production (wood, textile, food industry, electrical and metal), construction and services.

The structure of industry is dominated by the manufacturing industry, the production of foodstuffs and beverages (meat processing and production of meat products and potato processing), metal and electro industry, wood processing and wood product manufacturing.

The municipality provides to investors many favorable opportunities during investments and obtaining all required permits and documents, making it easy to invest and start a successful business. The presence of grand world and regional companies points to the attractiveness of the municipality as an investment destination.



Tourist attractions that you would like to visit in Laktaši are many. In the area of ​​the municipality Laktaši there are huge natural resources, as well as a large number of cultural and historical monuments that bear witness to the past of this region.

The municipality is also recognizable by its own spa, located in the very center of the city, known for its healing properties of wellheads.

The most common diseases which can be treated are: eye diseases, skin diseases, problems with the nerves, joints, heart and veins. Not far from the mentioned spa Laktaši, there is also spa in Slatina (treatment of rheumatic diseases and postoperative procedures). Both spas offer fitness and wellness, so they also attract visitors who only need to rest and relax. During the summer season, beside the two indoor pools, there is an outdoor swimming pool, which is also filled with healing spa water.

Although is the spa tourism most prominent, Laktaši has been developing more and more business (MICE) tourism in recent years. Seminars, conferences and other business gatherings are most commonly held at the ˝San˝ Hotel, which, besides the health services and accommodation of spa users, is increasingly specialized in this kind of tourism.

Rural tourism, based on traditional gastronomic offer, ethno ambience, presentation of old crafts and other interesting things, is another form of tourism that begins to develop in several Laktaši villages. The archaeological locality of the “Roman Thermae”, which had been Roman’s public bath, proves that the healing properties of Spa Laktaši were known even in the Roman times, if not earlier. In addition to this archaeological environment, the early Byzantine town ¨Balkis˝ was discovered in September 2012 in Laktaši in village Gornji Bakinci. It represents an extremely valuable archaeological site, containing many remains of several religious buildings, including the episcopal basilica from the IV-VI century.

The log church in Malo Blaško is dedicated to the birth of the Holy Virgin. The church is the most significant cultural and historical monument in the Laktaši municipality, and beyond. There is no accurate information about when the church was built, but it is considered to be most likely to originate in the period around 1750. There is also a presumption that the church is older but during the Turkish-Austro-Hungarian war between 1737 and 1739. is damaged or burnt down, then restored in the fifties or sixties of the 18th century. Also, there are many interesting legends about the creating of this church. The log church in Malo Blaško is one of the most beautiful and interesting monuments of this kind. The first elementary school in the municipality of Laktaši was called ˝Serbian National School˝ in Drugovići, erected in 1888, with devotion of Vaso Pelagić. Later, the “Serbian National School” was founded in Maglajani and Roman Catholic Primary School in Aleksandrovac and Mahovljani.

Today, in the Laktaši municipality are four central elementary schools in Laktaši, Slatina, Trn and Aleksandrovac and five regional schools:

Within the institution is the drama amateur group˝DASKE˝, which performs plays for children and adults. Public institution National library “Veselin Masleša” Laktaši, contributes to the cultural life of Laktaši through organizing the literary meetings and with promotion of contemporary books and acts as organizer of traditional events˝Dani biblioteke˝ and ˝Biblioteci u pohode˝. Significant contribution to cultural life in Laktaši is provided by the Serbian Education and Cultural Society ˝Prosvjeta˝ and Cultural Art Association “Slavko Mandić”. ˝Prosvjeta˝ is a member of the Association of Publishers of Republika Srpska and strives to make a full contribution to the realization of cultural events.

Cultural Art Association “Slavko Mandić” Laktaši is a modern ensemble and brings together 400 members divided into playgroups. This cultural-artistic society was founded in 1977 and participates in numerous festivals and folklore festivals, where he won several awards and prizes. Within the Cultural Art Association there is a section of the ethno group ˝Trag˝, which nurtures the traditional Balkan music. Public Health Institution- Community Health Center ”Dr. Mladen Stojanović” ,Laktaši, implements
primary health care, which represents the highest level of health protection of the population, and is reflected in the promotion of health, disease prevention, treatment, and rehabilitation of ill and disabled.

In order to bring health care closer to the user and make it possible for secondary health care to be available, there are specialized, consultant secondary level services in the Health Center: internist, surgeon, ORL, dermatologist, orthopedist, cardiologist.

In the Laktaši municipality there are two modernly equipped centers: Laktaši Dialysis Center and Center for Physical Therapy in Trn.

The International Dialysis Center was built on the model of public – private partnership, between the Government of Republic of Srpska, the Laktaši municipality and the International Dialysis Center. The center is equipped with top hemodialysis equipment and water treatment system and has 18 hemodialysis machines. Using the total capacity it can provide services for 160 patients and annually performs over 15,000 treatments.

Department of Physical Medicine and Rehabilitation ˝Dr. Miroslav Zotović-Section V˝, is a department for the treatment and rehabilitation of patients with rheumatic diseases, posttraumatic and postoperative conditions, located in Slatina and with Slatina spa it makes a unique complex. The most important organizations in the field of sports are the Public Institution Sport Hall and the Association of Sportsmen of Laktaši municipality which was founded for the purpose of spreading the amateur sports base and coordinating activities in the development of sports in the municipality. It brings together 34 sport teams, with more than 2,500 regular sportsmen. There are 60 trainers with different licenses who work with them. New type of sports are also present, and the volume of new members – younger categories, women and sports for the disabled is also increasing. Types of sports are present in accordance with existing special facilities, sports equipment and props as well as financial facilities.

Apart from the recreational one, there are also a significant number of facilities for competing sport for sportsmen of various ages. The most important aspect in this area is the Public Institution Sports Hall in Laktaši which meets the conditions for maintaining the highest ranking competition. In addition, there are also the following facilities: Sports hall in Aleksandrovac, gymnastics hall in primary schools (Laktaši, Trn, Slatina, Kriškovci and Boškovići), Judo hall in Laktaši, 6 football stadiums with tribunes (in Laktaši, Milosavci, Trn , Aleksandrovac, Glamočani and Maglajani), football stadiums without tribunes (in Kosjerovo and Mrčevci), open fields (3 for basketball, 2 in elementary school in Trn, fields in Aleksandrovac and Slatina, Mahovljani field with one basket, field in Kriškovci, multipurpose fields in Petoševci, Jablan, Kriškovci, Slatina, Laktaši, Bakinci, Šušnjari and Trn, a beach volleyball field in Slatina), indoor and outdoor swimming pools in Laktaši not used for sports purposes, indoor sports and recreation centers in Klašnice and Aleksandrovac (balloon – grass field for indoor football).

Sports events in the Laktaši municipality include: Competition of primary schools in basketball, volleyball, handball and football, May’s Cross, Cycling, Regatta, Street Basketball in Laktaši and Aleksandrovac, Jeep Rally , Martial Arts, Small Olympics, Worker’s Sports Games and Sportsmen contest.



The municipality of Laktaši is a positive example of partnership and cooperation between youth and local authorities, establishing institutional mechanisms for youth participation in nominating and decision-making processes, supporting initiatives and activities of youth organizations, providing facilities for realization of activities, municipality has shown that youth are an important resource for further development and progress of the local community. With adopted strategy of Laktaši Municipal Youth for the period 2016-2020. the local community showed further commitment to addressing problems and improving the position of young people in the area of ​​our municipality.

In the Laktaši municipality there are the following youth organizations:˝Children`s, Youth and Family Center˝ Laktaši, with the branches ˝Youth Center˝ Laktaši and ˝Youth Center˝ Maglajani˝, Center for Development of Youth Policy˝ (“CeROP“) ˝Aleksandrovac, Ecological Society˝ Kanarinac ˝ Laktaši, Slatina Students Club (“KSS“) and the Civic Association Theater, Playground, Laktaši Workplace. In addition to the youth organizations there are also three informal groups: ˝Neki Novi Klinci˝,˝Budi Žensko˝ club and ˝Budi Muško˝ club. Within the ˝Children, Youth and Family Center“, Laktaši, a Local Volunteer Service was established and operates as a support for promotion and development of volunteering, and projects in the field of cross-border networking of volunteers were implemented and a whole series of volunteer actions were enforced. A document entitled ˝Local Volunteer Policy of the Laktaši Municipality˝ was created, which defines the guidelines for further development and improvement of volunteering in the area of ​​this local community.



Non-governmental organizations are an important factor in the development of the local community, and as partners of the Laktaši municipality, through their activities, they cover different areas, important for local community development. Their activities represent citizens` interests and they are an important factor in identifying and solving problems. Civil society organizations contribute to the development and survival of a democratic society, notably through the promotion of public awareness and active participation of citizens in public life.

Recognizing the importance of the non-governmental sector, Laktaši municipality has been supporting the activities of the association for many years. The largest number of associations is in the field of sports, and through the Program of Financing of Sport and Physical Education define the activities and the way of funding. In addition to the field of sport, associations are active in the fields of culture, education, ecology, charity work, agriculture, and in areas of public interest, particularly in specific groups.

The Memorandum of Understanding and Cooperation between the Laktaši Municipality and the NGOs is signed because of joint cooperation of the Laktaši Municipality and non-governmental organizations in building a democratic society, raising the quality of life of all citizens of Laktaši Municipality, protecting and promoting human rights and the rights of the child, civic solidarity, tolerance and respect diversity, protection and preservation of the environment, promotion of democratization and standards in the field of culture, education, informal education, amateur sport, volunteerism and similar.

Partnerships and cooperation with other institutions can contribute to improving and addressing problems in the local community. In the area of ​​the local community, a part of the citizen associations was identified which, through their programming activities and project implementation, influenced the problem solving and raising the quality of life of citizens or specific target groups.

Considering the work of the association it can be established that a number of associations have activities only occasionally during the year while other associations have ongoing activities supplementing the regular activities of the institutions, and allows for more satisfaction of the needs of specific target groups and individuals.

The local community is firmly committed to partnership with civil society organizations and supports and provides the capacity to strengthen the capacity of non-governmental organizations to improve the quality of citizens’ life.



The public institution ˝Center for Social work˝ Laktaši is the main social welfare provider in the municipality. It was founded in 1998 and since that period has acted as an independent legal entity for performing social welfare activities.

The activity of the institution consists in the performance of social and child protection, family protection and guardianship, the enforcement of educational measures and measures of welfare surveillance, social work services and other activities stipulated by the Law.

The basic rights in social welfare are: financial assistance, allowance for nursing care, support for equalizing opportunities for children and youth with disabilities, accommodation in social welfare institutions, housing in foster family, ad hoc aid (in money, hygiene products and medicines), measures and services of social protection.

The decisions of the Municipal Assembly of Laktaši include extended rights in social welfare (those that are not in the category of basic rights), namely: aid for student transportation costs, assistance in nursing and education for children with disabilities, support for funeral equipment or burial expenses , help for retired.

Municipal Organization Red Cross Laktaši carries out activities that also provide part of the social welfare of the population. Within its programme activities, the Red Cross Municipal Organization also carries out the tasks of the Search Service – related to missing persons from the previous war in the territory of the former Yugoslavia.

The Society of Voluntary Blood Donors Laktaši belongs to the group of the most active societies in Bosnia and Herzegovina. The mission of the Society is to achieve the fullest satisfaction of blood supply, treatment of citizens of the Laktaši municipality and beyond, through organized blood donation actions. Blood donation actions are organized in cooperation with the Banja Luka Blood Transfusion Institute and Blood Transfusion Service from Gradiška.


Civil defense is a planned part of a system of protection against natural and other accidents involving the organization, preparation and participation of citizens, companies and other legal entities and professional services, organizations and associations for the protection and rescue of people and material goods and the environment from elementary disasters, others accidents of major scale and war activities.

Obligators of civil defense are all working citizens, men from 18 to 60 and women from 18 to 55 years old as well as owners of material technical resources.

The civil protection of the Laktaši Municipality is organized on the basis of the Law on Defence and Rescue in Emergency Situations and the Decision on the Organization and Functioning of Civil Defense in Extraordinary Situations of Laktaši Municipality.

In accordance with the adopted Assessment of the threat of natural and other accidents, the following civil defense specialized units are educated:

Municipality of Budva (Montenegro)

Čajetina Municipality (Serbia)

City of Zrenjanin (Serbia)

Zrenjanin is famous for numerous cultural events during the traditional ˝Dani piva˝ manifestation, which has been in continuity since 1986.



City of Veria (Greece)

Veria is the capital city of Imatija county and is located in the northern part of Greece. Veria is a city of extraordinarily long history. From the 11th to the 14th century was the third most important city of the Byzantine Empire. Its rich history is witnessed by the famous Jewish quarter, numerous Byzantine and Post-Byzantine churches, and the mosque from the Ottoman Empire era. Because of all of this, the city got its nickname – ˝Little Jerusalem˝. Today, this modern city has a rich trade in wheat, vegetables and fruit, as well as numerous factories dealing with wool and cotton processing and packaging and canning. Lignite mines are nearby.



City of Idrija (Slovenia)

Idrija is the town and administrative headquarters of the municipality of Idrija, which belongs to the Goriški region in the Republic of Slovenia. Idrija is the city with the longest mining tradition in Slovenia. The rich legacy of mercury mines, which, because of its uniqueness, is on the UNESCO World Heritage list, offers a wealth of opportunities for exploration. Idrija attracts visitors with its rich technical, cultural and natural heritage. Municipality of Seiersberg (Austria)

The municipality of Seiersberg is a municipality in the Austrian province of Styria. It is located in the close proximity of the second largest Austrian town of Graz. After the 2014 reform, it became part of the municipality of Seiersberg-Pirka. From the small village of Seiersberg, in the last decades of the last century, Seiersberg became a modern place developed together with Graz and was originally used as a residential area for the inhabitants of Graz. Today, this is one of the most developed and richest communities in Austria, with plenty commercial zones.




City Lehavim (Israel)

Lehavim is a rich settlement in southern Israel, founded in 1983 and the status of the municipality was obtained in 1988. Located in the northern part of the Negev Desert, about 15 km north of Beersheba. It represents a small municipality that in the year 2016 counted 6,444 inhabitants. Territorial spreads every day and it is estimated that today there are about 10,000 inhabitants. Lehavim is one of the three ˝satellites˝ of Beersheba city (the other two are Omer and Meitar), as most of the population travels to Beersheba to work. Lehavim is a community of middle class homes, surrounded by palm trees and gardens.
